Do you have to pay the promotion fee if the item gets no bid?

Can you promote an auction format?  Thought only a Fixed-priced listing?  Did that change in promoted listings, standard/advanced?

Yes!

On auctions were people bid if you chose to promote the listing you will be charged

a fee up front when you list.

If no one bids or wins the auction you still owe eBay the fee.
