Did they get rid of the toggle to include/exclude newly listed items from Promoted Listings? Just tried to start a new campaign and I'm not seeing where I can toggle that to exclude new items and it's instead just giving me the filter options by category and price ranges.

This is done at the moment of listing new items, all the way at the bottom of the page.
By default new items are excluded from promoted listings.
