Was 100% against it when I first heard about it! But now thinking in certain circumstances.. In some rare cases where it may be a good idea to try it...
Question... For example..
When I list my item, I click a box and see it will cost roughly $65. If my $900. Item sells plus usual fees......
But I often use Best Offer.
If I ok the $65. Cost of a new Promoted Listing by clicking ok on that box and the item sells for less than the original $900. Say $650. Is my Promoted Listing cost still $65. Or lower to reflect the actual sale of the item price?

The Promoted Listing fee is based on the sale price of the item, not including separately listed shipping or sales tax (it does include "free" shipping)
If you accept a BO, the BO price is what you are charged on.

What do Promoted Listings Cost
A Promoted Listings fee is charged based on the ad rate selected by the seller.
Ad rate is the percentage of an item's final sale price (excluding shipping and taxes), and is only charged when a buyer clicks on the promoted listing and purchases the promoted item within 30 days of that click. The fee is based on the ad rate that was in effect when the promoted listing was first clicked.
The Promoted Listings fee is additional to other eBay listing and selling fees. All fees appear on your monthly eBay invoice.
