Problem Issuing Refund to Buyer

I sold a fitness type watch on June 20th & the guy sent it back saying it worked fine until a couple of days ago but stopped working. It came yesterday but I wasn't home & checked it as soon as I got back today & verified that it isn't working. No idea what happened but I emailed him & apologized nicely & went to issue the refund & it wouldn't let me.  No reason given just a message that eBay was unable to issue the refund.

 

So I went to Paypal, found the transaction & the same thing happened. No reason given, just said to add funds to my account. My bank account is linked to my Paypal account & has been for years. I've issued a couple of other refunds in the past & if I didn't have enough funds it just pulled the money from my bank account. According to Paypal's Help section that I just read, that's what is supposed to happen. I'm far from rich but have plenty in the bank to cover a $40 refund.

 

The thing is that I don't have any way to add funds to Paypal except through my bank & that takes days & days. I'm supposed to issue this refund no later than tomorrow according to eBay. The girl at Paypal said that eBay had blocked any funds transfers from my bank which is crazy. I called & according to eBay, this isn't true. Anybody able to shed any light on this? TIA.

PayPal has not pulled funds for a refund shortage since November. Have someone else Friends & Family you a cash loan from their PayPal into your balance.

 

You need enough positive balance @vintagebargainsgalore to cover the entire buyer's payment, including tax. eBay will repay you the tax immediately after.
