I sell clothing and I got a message from a potential buyer if I could offer free shipping but I already set the shipping cost to $4.95. Is there a way to change this option? Sorry Im fairly new to selling on ebay!

If you want your buyers to run your store for you then drop the price by $5 and make less money.
To edit a live listing open the listing and click on "revise your listing". Make the changes YOU want to and then click "update listing" at the bottom left as you scroll down.
Again, you set your prices for a reason. If you let potential buyers haggle like you're running a garage sale without a spine you won't last long here or you will break even and resent wasting years online.

You can change the shipping cost in your listing, but maybe it will take around 24h to be active. So I think offer a lower price for that buyer is better, but make sure to ask them first.

If you are OK with less money, then just ask them to make an offer for $5 less than the asking price. Or send them an offer for $5 less through messages.

Maybe I had a different way of thinking about this than most people but I meant how to change from 10.99 cost + 4.95 shipping to $15.99 that includes free shipping

I did that once to a buyer who asked for free shipping (I had $5 shipping) because he pointed out my competitors had free shipping. But he failed to mention those competitors had their item price $6 more expensive than mine. When I pointed that out, he said that doesn’t matter… the fact was they had free shipping. So, like you wanted to do, I gave him free shipping but raised the item price by $5. That just peeved the buyer off even more accusing me of gouging in shipping.
Safe to say I blocked him so he wasn’t able to leave me a potential negative since my total price was still lower than the “free shipping” competitors. Guess some buyers don’t understand the idea of “total price”.

What would be the benefit/result of that for either you or the buyer?

If you completed the transaction, I don't understand how blocking would have kept him from leaving a potential negative for that transaction.
And if you did not complete the transaction, how would he have been able to leave FB?

The benefit to the buyer is that if he/she returns the item, the shipping price would be refunded as well.

I think the poster means that the potential buyer would be unable to buy and therefore unable to leave negative feedback.

I blocked him before he purchased and after he got peeved at me/accused me of gouging.
