I had listed an item yesterday and today I received an offer from a new account saying they offered twice the amount I was asking. I accepted and they told me to text them at a number so they can tell me where to ship it and how they could pay me. I texted them and they asked me for my PayPal email I was skeptical since I thought they could pay through eBay so I said if they could pay through eBay and they said no. They couldn't since it is not linked to their account. Now I DO NOT want to assume anything but so far I have blocked the number and that is all. What should I do?

It's a scam, once they get the pp email, they will send a fake email saying it's paid.
Wait the 48 hrs and then file a UPI........... DO NOT try to talk to them...............

Scam. Do not send them your email address. They can pay you right now, they just aren't going to. They want to send you a fake "paid" email. File an unpaid item against them when you can and close it. Then block this ID.

Can they write a negative comment on me? So I would wait for two days and go to the Resolution center to file one and then what happens to the item?

Hi, and welcome. So sorry you got targeted by a scammer. New sellers sometimes do. But glad your instincts told you something wasn’t quite right.
When you open an Unpaid Item Dispute, they will be blocked from leaving feedback, and your Final Value fee will be credited back to you. Below is the link with instructions on how to set up the dispute.
Wishing you much better experiences moving forward. Hang in there—you’ll do great! Come back to the boards anytime.

Once you file, ebay will give the buyer another chance to pay you... thru ebay. If they don't you are allowed to have ebay step in (I forget I think it's like 4-5 days) and close the case in your favor... giving the buyer a payment strike. Once they have the payment strike, they shouldn't be able to leave you any feedback at all.
BUT... if they end up paying you, they can leave you any feedback. Some scammers can do this, then file a Item not as described case to force you to take a return for the item and you have to give them a full refund. That's how buyers avoid payment strikes without anything out of their pocket.

You can relist your item after the Unpaid Item Dispute is closed.
It is important to wait to list because of the possibility the item might be purchased by someone, then the original buyer might pay, and you find yourself having to cancel one of the transactions. Seller canceled transactions have the potential to downgrade one’s account by earning a defect.
