Won an auction and seller refuses to ship item or meet for local pickup. After delivery date passed went to file Item Not Received and told it is not covered by eBay's Money Back Guarantee.Apparently because the item is (wrongly) listed in Specialty Services instead of the correct category for the item. Looks like I'll have to go for a chargeback or be out nearly $200.

Yep, go straight to chargeback, don't muck around with eBay or Paypal - your CC provider will get your charges reversed and the scammy seller will get hit another $20 for his trouble.

That's my hope. I'm amazed that this is a loophole to perpetrate a scam that evades the MBG. I had to go outside eBay to find out what this Specialty Sevices category even is and what the FVF are for it. It took about 5 minutes after spending a couple hours trying to find the info within ebay "help" pages. Basically I found a FVF calculator to show sellers what their fees would be on ebay and this category is 12.9% so this seller wasn't trying to get lower fees on the sale. And if you never intend to fulfill delivery of the item what's it matter anyways?

There's a first, ebay siding with the seller instead of the buyer.
The ironic thing is the seller is WRONG!
Go for the chargeback!

I'm just wondering if I should contact ebay reps on Facebook first. I'm not a Facebooker so I dread that option. It's hard to believe I paid shipping and this category doesn't consider that at all. Since it was never shipped there's obviously no tracking or delivery confirmation provided and is not considered by ebays MBG that is supposed to make buyers feel secure purchasing here. I couldn't imagine being a first time buyer here and facing this. You'd have to spend a college semester worth of research studying ebay policy to protect yourself from this.
Actually I still haven't found conclusive info referring to this. I take that back as I did find something about a purchase being over $1,000 being protected up to 100k by some Business Buyer program(?), but who would think to look for that for a simple auction purchase? Not to mention casual buyers wouldn't even have a reason or know where or what to look for. At least until it happens. Thanks for the encouragement though!
