A buyer won an auction for an item I was selling. They immediately paid for it, but then right after issued a cancellation. I accepted the cancellation and the money was refunded from my Paypal account. They then sent me a message saying that the reason they canceled was because they had put the wrong address and asked if they could still buy the item. I said yes and told them I would relist the item as a BIN and that they them to make me an offer for the item equal to their winning bid. Today, they messaged me saying that they had not recieved their refund. It says on PayPal that the refund had been sent and I recieved a confirmation email from eBay stating the cancellation was successful. My question is does take time for refunds to send or are they trying to scam me? Thanks in advance!

Yes, I mistyped and meant buyer.
Did they state they updated their address in paypal.
And why are they saying they were not refunded when seller has confirmation. It may not have hit their account but should be on there as pending.
To me the way the OP is describing what is happening it sounds like this is an INR waiting to happen where seller loses item and has to refund.

If they paid via PayPal using a credit card the refund will go back to the credit card not into their PayPal balance. Send them a copy of the email you received from PayPal that shows the refund details (PayPal Transaction Number).
Refunds are generally instant but the buyer has to look in the right place to see it.

But if they simply asked the OP to send to a different address they would be told that it's just waiting for an INR to happen. In this case the buyer appears to be trying to do the right thing (having the PayPal payment address match the desired shipping address).
While the OP is selling phones the one in question is a 6 year old model which sold for $45.

Some refunds can take a few days to hit the buyer's account.
Check this buyer's Feedback Left for others.

Why wouldn't the relist be a BIN for the amount of the winning bid right off the bat? Asking them to make an offer would be confusing. Also why wouldn't the OP inquire to the cancellation request to see why before automatically accepting it. You can edit the address info on the shipping label page.

It can take a couple days for the buyer to see the refund on their credit card.

If they list it at the sale price, there’s the possibility that someone else will click on buy it now before the buyer has a chance to repurchase. There is less chance this will happen if they list it a higher price with a best offer option.
Yes, they can change the label but many sellers are uncomfortable doing that because the buyer would win an item not received claim if they filed one if the item wasn’t sent to the payment address.

If you change the address of a buyer on your shipping page - you lose your seller protection. I admit I've done it in the past to avoid the hassle of cancelling and having the buyer repurchase - or it tells me the PO says the address is not formatted correctly. It depends on the situation and the $$ amt for me.
This buyer is trying to do the right thing and there is no reason to block them. Many people buy the older phones to repair and then resell or use the parts to repair their own phones so as not to buy a brand new one. We're not talking about a $400+ phone here.
OP - you've been given wonderful advice - have the buyer check their cc acct - but as said - it could take a couple of days for the refund to appear as a credit. Even tho we're talking about electronic payments - it sometimes takes a while.

A very long time ago when I was somewhat new to buying and selling on eBay, I purchased a gift for someone and when I went to pay I realized I was having the item shipped to me ... and I asked the seller in eBay message if they could please ship it to another address and she said yes. I had no idea the seller could lose protection but back then I don't even think I knew anything about buyer/seller protection. I was ordering address labels from the seller and the name and address of the person I was buying them for had recently moved into a senior nursing facility. The seller was very kind and I decided any additional labels I wanted, I would purchase from her.

That was nice of you! As I said - I try to be accommodating - especially with low cost items and cross my fingers - my buyers have always been great and haven't taken advantage of me if I did change the address rather than bothering them.
