As a seller (beginner), what should put in shipping policy and payment policy in description ?

If you think you can ship every day-- which means getting the item accepted by the post office the day after payment if not the same day- use Same Day Shipping.
If you can't, be honest, underpromise and overperform. Say Five Day Shipping and get the item in the mailstream on Day Two or Three.
But you don't have to put much there, most of it will be automatically filled in.
Keep in mind that eBay's policies supercede yours.
You can have a No Returns policy, but that does not mean you have a No Refunds policy.
You can demand Immediate Payment if you use Fixed Price listings. If you use this the item remains unsold until someone coughs up the money.
You can open a Unpaid Item Dispute after 96 hours (48 if you are US-based). You can set this up to be automatic.
You should not mention this in your Description or Shipping because it is standard eBay policy. Also it sounds negative, and you don't want to sound negative.
You can use Best Offer. You can set parameters for the least you would accept ( a $9.99 item that you would sell for $8.99 - 10% discount) and for the amount that you would never accept (a $9.99 item that you would not sell for $8.00 - a 20% discount or less.) Both will be handled automatically and politely by eBay's robots.
You can eventually choose to sell internationally or to Block international sales. Before you Block them, look up the Global Shipping Program and also PP fees on non-US/foreign accounts.

You really don't need to put any of that in the listing description since all of it can be set when you create the listing.

You don't need to add those things to your descriptions. I looked at one of your listings and noticed you want buyers to message you with their choice of items in the listing. That isn't the proper way to list. You need to set up a variation listing if you want to offer buyers a choice, and then a drop down box will appear (if the category allows variations) for the buyer to use.
