OK, so what all does that mean? Let me rephrase -- If I have an auction-style listing with best offer, if I receive an auction bid(?) current offers and counteroffers will be declined??? What???? does that mean???????

Your first post was quoting the offer policy for auctions so that's what I responded to.
Now you're talking about buy it now. Which do you want clarified?

It means the auction has started when it has a bid and Best Offer and counter offers are off the table~no longer in play.
Once a bid is placed, only more bids can be placed. No offers.

You're talking about two different things.
You can have Best Offer on a BIN, which I think you mean a fixed price, immediate payment required listing.
In that case, someone will either buy it outright, or make an offer that is acceptable to you, or you will counter offer with something that is acceptable to the buyer.
