Several weeks ago I purchased 16 pallets of returned items with the intent to sell them on ebay once they were cleaned and tested. I began doing this and had several sales during the first two weeks which threw up red flags for eBay I guess. My account was locked, I provided eBay with all the requested documents that show I am who I claim and I am a legitimate seller. Additionally I have nothing but positive feedback and provided tracking information and proof of delviery for every item sold. I also promptly handled any items that needed to be returned in a professional manner. 3/24/2023 I was notified my account was permanently suspended from selling with no reason provided or any feedback. When I inquired after talking to 4 different agents they told me
“I've reviewed your account details and would like to share that your selling practices have proven inconsistent with the level of customer service we expect sellers to deliver.”
Here’s where my confusion is. All of my customers have been very happy with their purchases with the exception of one who didn’t read the ad fully and wasn’t fully aware of the condition of the item. Even in this situation I offer a full refund and return of the item. I had 3 other items that had to be returned (damaged in shipping etc). They won’t elaborate on it beyond what they have already stated.
I am a new seller but i provided all the requested information they asked for when they issued the temp suspension and completed anything they needed.
I already have my notice of dispute filled out and am talking to my lawyer to get ready for arbitration or litigation depending on which route he feels is best. But has anyone ever had this type of issue or problem? If I can’t sell on eBay it sucks but my main concern is they want to hold the money for 72 business days which is absurd hence why I contacted my lawyer.

Sorry to say that if you have already had to do one refund, and have had three items returned for' damage in shipping', that probably finished your selling account here for good.
And Ebay can legally hold your funds, as they prefer any refunds come out of your pocket, not theirs, you can find this in the U/A you agreed to when you signed on here.

Out of 23 items you sold you had a problem with 4 of them.
You will need to read what you agreed to before wasting money on lawyer.

Four Money Back Guarantee cases in a couple of weeks sounds like a lot. I also notice some of the descriptions say refurbished but the condition is used. Ebay has some very specific requirements for listing refurbished items. Maybe that was an issue.

Sorry for your situation. Selling multiples of the same as a new seller will definitely set off the red flags. Most all were listing as "pre-owned" as well. Another red flag.

Were you asked for invoices on the items? Usually selling multiples of the same item by new or infrequent sellers triggers the review. As well, since most pallets don't have a manifest of every item, which is what ebay is looking for, it is practically impossible to show them you bought those items or that you have them in your possession and aren't dropshipping them. In addition, as a new seller your money would have been held for up to 30 days anyway as a safeguard incase there are returns. 70 days sounds right to hold money when someone closes an account or has account suspended and will be released to your state for you to claim after that period if there is no active payment method.
Usually a permanent restriction is just that; permanent but you might try customer service at ebays Facebook page as I have heard they are more knowledgeable than the CS contacts through ebay contact page. Drop them a message through messages explaining your problem. Good luck.

Are you familiar with the process of of making the claim with a state? Will they not release it to the payment account I setup? It’s valid.

Yeah they were all returned items that were purchased in bulk. So even items that appeared to just be open box items i figured it would be safer to list as used.

The state won't get the money for over 6 months as eBay wants to be sure they can pay any 'Credit Card or Paypal Chargebacks with your money (PP allows 180 days); then, you can apply with the state.

I do have all the items in my possession and could provide proof of this. As well as the manifested invoice. So I’m guessing the issue was the money back guarantee claims? Maybe it’s my fault some items were fine but they requested returns and although my profile says no returns I don’t mind processing a return if someone asks.

No- eBay will send to State. State is not authorized, does not know your 'bank' info and doesn't want it. You will have to file with the state for 'unrecovered' funds' when the time comes.
