I assume you remember that Paypal was hacked by China several years ago... afterwards users were unable to change their passwords within the Paypal app... we had to contact Paypal and change the passwords via email. The situation persists to this day:
Changing a password within an app is industry standard.
Thus, I have no reason to believe that Paypal is any more secure today than it was back then.
As for the news... as a result of the administration's decision earlier this year to seize interest accrued from Russian central bank assets frozen as a result of the war in Ukraine -- and to use those monies to help fund weapons sales to Kyiv -- the Russians pledged to retaliate at a time and place they deemed most appropriate.
I have no idea whether or even if this retaliation will manifest itself. But its no secret that our reliance on cyber infrastructure to effectively run our economy, electricity grid, and related services of existential importance to the nation renders us incredibly vulnerable.
