I provided a list of ways to contact Ebay just a few posts up thread. I did note that if you are using the Chat function, you can type in AGENT and the AI will get a human on the line for you. Thank you for the reminder.

Certainly would contact Ebay since they said the hold should have been taken off.

@dhbookds Yup, could also have been a stolen CC & they are lying to OP or what happened to me once & I wouldn't have believed it, if it hadn't happened to me. I noticed 2 charges that weren't wrong, right after I went to the big city. I called my CC co & got someone who barely spoke English & basically she put a whole month's worth of charges in dispute. I kept trying to explain to her that it was only 2 tx's, not the whole month & she wouldn't understand or undo it. After a good 1/2 hour of her not understanding, I gave up. Called back, got a rep who spoke English & explained it to him & he fixed it, but the original one just wanted to 'be safe' & report them all despite me continuing to tell her, that no, the others were legit charges. How many people would have gone through that effort? A lot of people would have just let them do it. Some of these employees take it upon themselves to do crazy things. When my mom died, I called about paying 1 bill that had come & explained the situation & she's like "I wouldn't pay it", "no you shouldn't pay that". IDK if she thought I was gonna pay for it out of my own money (but even if I was, why should she care) or she was just clueless, but anyway, she kept insisting that I not pay it. Yes, it got sent to a fancy estate collection agency LOL, all for something like $38 that I was calling to pay. So, yeah, employees at these orgs can do some strange things, including put holds on more tx's than what you're calling about.
Regardless, OP should be protected by eBay in this case. This really isn't making a lot of sense. It's happened to me twice as a seller & each time, eBay had my back.

If Ebay has my back they are sure holding on to the 86.00 for a long time before sending it back to me.I figure I just got screwed and there's nothing Ebay is going to do about it.Sad part is I don't see anyway to protect myself from it happening again.Next time it may be for a lot more.

As @mam98031 & other said, I think you need to call eBay. None of us are going to be able to tell you where it went b/c we can't see your funds. I think you are likely misunderstanding something in the process, as they told you you are covered, we all know they cover these provided you did what you were supposed to, so I think the accounting may just appear in a strange way. Maybe when the put the money on hold they don't show the debit? IDK, it's been many years since I had one. But I know I had a buyer once leave me a NEG b/c she never got the refund I promised her. Except she did. The day we spoke a month earlier. eBay took 1 look at it, laughed & removed my NEG b/c they could see I'd refunded her. She just didn't know where to look or what she was looking for. I think there's some confusion here.

First, this is NOT a "new" scam. It may be the first time you've dealt with it, but it has been around a very long time.
Your buyer ABSOLUTELY opened the Chargeback with their CCC. For whatever reason they have they don't want to admit it.
If Ebay has told you that they are covering you on this claim, that is wonderful. It is normal for Ebay to put funds on hold when ANY type of claim is filed. They do that on all sellers. Fund on hold are just that. They are still there, it is just that Ebay has placed a hold on it.
Take a look at the link below. On the right side of your screen will show you detailed records of what came in an out of your account recently. You should see the $85 move from hold to available and then to a Payout on whatever schedule you have set up.

No. You must use Manage Payments. Keep in mind that it wasn't the Money Processor that caused you any of the problems you have had with this transaction.

That is highly unlikely. It is far more likely that you simply misunderstand. Got to the link and see the details.

That is perfect. Thank you for sharing that additional information. Ebay does refer to Chargebacks as Disputes for some reason. Since the buyer filed the Chargeback Dispute using the reason as They did NOT recognize the Payment, I'd like you to take a really close look at the ins and outs of this Dispute. Very closely and hopefully with an open mind. If you don't feel you can do that, if you have a trusted person, have them track the money through your detail transaction.
The reason you really need to know for sure if that money actually went back to the buyer. Sometimes when we get overwhelmed with what is happening we miss some important details.
The other reason I ask you to do this exercise is so that you can accurately appeal this. Typically when a buyer files a Chargeback Dispute using the reason they didn't recognize the charge, in the Ebay email to the seller they tell the seller not to be concerned. Ebay is stepping in and handling the claim with no risk to the seller's funds. Ebay just sends the appropriate records to the Financial institute to prove that the buyer did make the charge.
So please take a little break from this and don't assume you know how everything happened, but really take a close look at your money transactions. Gather that info, one way or the other. Dates and amounts that went in and out of your account. Then if you did actually refund the buyer, you need to appeal this to Ebay as that should NOT have happened. But look first and then let me know what you discover. I'm on your side. 😍
