Now that eBay does not use PP to manage transactions, is a PP account required?
Asking for a friend in Thailand. He does have a US bank account. Is that good enough to sell on eBay?
Can he simply not offer PP as a payment option and accept credit or debit cards?

A seller in Thailand can't use a US bank account. He needs to use the payment processing system that is offered in the country where the seller lives, Thailand in your friend's case. eBay uses Payoneer to receive managed payments in Thailand, not a bank account.
PayPal is still an accepted payment method for buyers. They can still use PayPal to pay, but sellers can't receive payments to their PayPal account anymore. eBay chooses the available payment methods now, not the sellers.

A PayPal account is no longer required.
New sellers need to sign up for Managed Payments. Normally this is done through your home site but since there isn't one for Thailand the process may be a bit different.
One bit of advice, don't try to "fake" a US profile, it will not be possible to verify in most cases and any sales revenue will be inaccessible. If your friend lives in Thailand their user account needs to show that.
