I allow returns for buyer's remorse. Well a buyer started a return and so my PayPal put a hold on the entire cost of the item INCLUDING the shipping cost. Is that normal? I don't see how that money shouldn't be mine, considering I paid that $2.77 for a label which I will never get back. Do sellers really have to pay the buyer back for shipping when they have buyer's remorse?
Another thing, this return caused my PayPal to go negative (irresponsible I know) but I have plenty of money in my linked bank account to fill it back up, but the transfer takes days. Well now PayPal isn't letting me print shipping labels using the linked card.
I tried to print a first class shipping label straight from the USPS site but you can't. Is there anywhere else to print first class shipping labels besides PayPal and eBay?

Paypal used to release funds for shipping, but that was a while back and I believe they changed it
As far as the negative account, as a seller you really should keep some money in your account for situations like this.
Through friends and family could you just send him money and ask that he get the postage on his end?

Friends and family? I have money in my bank account, just not my paypal account. Is there any immediate way of transferring money into paypal?

YES, it is absolutely normal. When a buyer opens a Request in Ebay for a return, then the amount the buyer paid through PP is automatically put on hold until there is a resolution to the matter.

Sometimes yes and sometimes no. While your in the Request stage, Ebay is not involved and it is just you and your buyer working through the issues to a resolution you can both be happy with. If your buyer is working with you and they are clear about just changing their mind, sometimes you can get them to accept a refund that is less the original shipping once the item has been returned to you. But some buyers really won't go for that, so you have to kind of read your customer. ALWAYS be completely professional and NEVER point fingers at them to blame them for the issues. You want your buyer to want to work with you.

Yes, that will happen. You either need to get this matter resolved, get some quick sales or transfer some money into your account as soon as you can.

Yes. You can set up an account on Stamps.com. They have free accounts for Ebay sellers. While I rarely use mine, I have an account set up there just in case.

If you need to, you can contact PayPal and they will transfer you to their credit department. The people there are able to do a credit card transaction to bring your account up to the positive, but only for the amount owed, or if it's less than $100.
