Yes, it is being rolled out, it started on the 17th. not sure if everyone has it yet or if its a phased rollout. There was a thread about it on this Board yesterday, with a lot of screen shots. It is called Promoted Listings Advanced. I recommend reading that thread.
To see if you have it, go to Seller Hub>Marketing>Advertising Dashboard and click on the blue "Create New Campaign" button. A page will open, with PL Standard on one side and PL Advanced on the other.
