You need to become an eBay VeRO member.

In most cases, selling an item is not "patent infringement"......
(it could be something else, but not that)
Just an FYI (rules on this board):
Content and actions not permitted
Inappropriate content or content in violation of these community guidelines, or the eBay User Agreement, should not be posted. You agree to refrain from posting content or taking actions that are:
- about another user’s listings or user IDs to tarnish their reputation (e.g. “naming & shaming”) or otherwise calling the community to action. NOTE: It is appropriate to respectfully comment on an item or listing shared by a seller looking for feedback about their listing or the item listed

I did wonder about that, hoping that OP isn't confusing people reselling units they bought for themselves with patent infringement. I hope OP is not unclear on the First Sale Doctrine.
I mean, how many of that long list of eBay members (which list will soon be deleted, it is hoped) would be manufacturing a shoe-shining device that either copies or uses elements from OP's patent-protected device?

As mentioned, you will need to become a VERO member and report your allegations to eBay through that. Of course, you could also contact an attorney that handles patent infringement cases. However, you should still go through the VERO program to get the listing taken down quickly.

I see you are registered in the Philippines. Is your device patented outside the Philippines? Patents aren't valid worldwide.

You need to join Vero. @maxine*j gave you a link to where you need to go to do that.
Please keep in mind that if these sellers are simply selling this product you have created, there isn't a problem. But if they are creating a similar product using whatever is the patented part of this gizmo you created, then you have a patent infringement going on.
But simply reselling the shoe shiner you created is not an infringement of your patented rights.

I think you might be missing the point. To simply resell the product that was made using your patent is not a patent violation.
So are you saying if I buy a Ford car or truck that I can never resell it because of their patents?

the procedure for what you are asking is to file the NOCI first
members cant just join VERO or get on the list. the entry point in getting into vero is to start with the NOCI
you cant really be a member of vero unless you take the first step with the noci
