You don't even know how frustrated I am but I order something off eBay and then a few days later it says delivered but when I checked my apartment, it wasn't there so I entered the tracking and it's apparently forwarded to a different place. When I contacted the seller, he said he would check it out but never got back to me and starting ghosting me. I called USPS and they can't do anything because the address the seller put doesn't match my address.
So I don't know what to do, if I should cancel the order and get my refund.

Can you ask the USPS to give you a statement saying the address the seller put isn't your address?
Then what you do is file an Item not Received case from your purchase dashboard.
You upload the document from the USPS and you should be fully refunded.

You cannot "cancel order" after item was shipped. You need to open a case against the Seller.
Go to PURCHASE HISTORY and click on "did not receive item" (this will open a case against the Seller). Seller will be required to provide tracking# proofing that item was delivered (to address shown on your EBAY order). If Seller cannot provide this information (your money will be refunded automatically).
I have to say that is is very odd that your item was shipped to some "random address". You should check and make sure that "address shown" with your payment provider is correct. EBAY system automatically prints address that you have on file with your credit card company.

If if made it to your address, how did it get forwarded to another address? You said it was forwarded, so that implies it made it to your address, but then somehow it was forwarded to another address.
I think you first need to ask USPS this question, why/how this could happen.

Unless you actually see the word Forwarded in your tracking history I do not think that is what happened. From what you are describing it sounds like your buyer is pulling a fake-delivery scam where they mail a cheap trinket to some other address in your Zip code. That provides proof of delivery that will prevent you from collecting on an Item not received dispute (because the delivery location to someplace else in your City and Zip code has enough matching information that Ebay will say it was delivered). Getting a statement in writing from the post office that the package was not addressed to you may help in getting you a refund anyway as someone else has already said.
I see the listing that you already left a Neg for. I do not collect these cards myself but I have to say that it seems weird that a seller in Hong Kong is advertising multiple listings for numerous copies of a Panini player card that was supposedly printed in the U.S. (according to what it says on the back of the card).

You cannot cancel the order as it has already been delivered according to the on-line tracking. You could try filing a Not As Described dispute with the reason of 'Doesn't Seem Authentic' (it certainly does not look like it to me) and the seller might just refund as opposed to having to send you a return label. I know you did not actually receive any cards to be returned but somehow I do not think things will get to the point where you actually need to mail anything back.

You should post a screen shot of what the USPS tracking actually shows (or just post the tracking number).
The wording of the tracking is important to know how eBay will see the situation.

Sorry @ckkj2_21 but if you follow the bad advice and file an Item not Received case from your purchase dashboard

And you will find that there is no facility to upload the document from the USPS into the Item not Received case

We've previously caught a blue on this very point, and she had to back-pedal.

You are right, he will most likely fail the actual INR, but I have personal experience that when he appeals the decision and provides the USPS statement, he will most likely win.

Sadly I have to agree with your assessment with regards to how an INR claim may come out. If that process fails because of eBay's less than optimal handling of INR cases the buyer can always go to their CC company and file a chargeback for NAD. While this is not exactly accurate eBay's decision on the INR has in fact supported the seller in confirming the delivery so if the buyer, by eBay's assessment, has the item they have air which is not what was described in the posting for the item they purchased.

If they are truly scamming you. Couldn't you just open item not as described? Get a free shipping label. Send them a box with trash in it. They have to refund once it shows returned. Fight fire with fire is my motto. Can't wait for the "Rockstars" piling on. Lol.
