Is that right thing to do if a buyer dont pay when they said they will pay this monday. They made offer to me last firday i took the offer.

Generally 4 days, but some people open one after 2 days. Then the buyer has 4 further days to respond. If not you close the case and they get zinged with a non-payment on their account. This can effect their buying capabilities if sellers have set restrictions to not sell to zinged buyers.
The opening of a non-payment case can be set up to happen automatically in your settings.

Perhaps it would be a good idea for you to read or re-read the Seller Information Center as well as the A-Z index. Both can be quite informative for sellers. Reading the Money Back Guarantee for buyers is also a good idea for sellers since its rules do apply to sellers.
