When will eBay allow me to open an INR case, before the deadline?
Sometimes it lets me and sometimes it avoids me from doing that, giving me a message that I should wait until date xx.
What is the formula? When does eBay start to allow buyers t open this INR case?

A buyer can open INR on the day after the Last Estimated Delivery date.
Until then, it isn't late.

The OP's last feedback left for sellers is this "Seller promised tracking & marked "SHIPPED". After 3 days he said:"Out Of Stock""
That might explain one part of the question.

How many cases does a buyer file before figuring out maybe eBay is not a good buying choice? And how many cases does a buyer file before eBay kicks them out of the Money Back Guarantee?
