Someone offered me a price for and item and then I saw in messages that it says free shipping in the message. I already accepted it. Will eBay charge them shipping?

The seller has (hopefully) priced the item so that shipping is part of the cost. He/she will be paying the shipping, whichever way the item is shipped.
ETA: Apologies, I just realized you are the seller. If the offer said free shipping, you have to pay the shipping.

When you make an offer, it clearly states in the offer process that shipping is not part of the offer.
The buyer cannot nullify the shipping cost when making the offer. They can try, but the shipping cost will remain when they go to check out.
I've seen this a few times, where the buyer slips in the free shipping. What I recommend to sellers is to counteroffer with a few cents more with the message "As stated in the listing, buyer pays shipping"

If you are the seller and you accepted their offer and then you noticed the buyer said in the message they want free shipping.....unless you had free shipping to begin with the buyer will be charged the shipping.
Offers say shipping is not included in the offer.
If you want to contact seller you can but they obviously wanted free shipping. If it is not expensive and eating your margin then you can refund the shipping charge separately. Or you can tell the buyer they have to pay for the shipping which may lead them to cancel the order and possibly leave poor feedback.

How is a buyer able to slip in free shipping?, That shouldn't even be possible for them to do so.

They just mean that they included "free shipping" in the comments on the offer, not that they actually changed the listing to somehow be free shipping.

Even though it is not included, a buyer can ask for the moon.

Shipping was not negotiable in best offers unless they changed it recently.

Buyers are not allowed to ask for free shipping in their offers. I would message your buyer and tell them that free shipping is not available on this item and hopefully they cancel it. You don't cancel it or you will get a strike against your account.
You could contact eBay if the buyer is non responsive and see what they can do too.

Cancel the order if it the cookbook and block the buyer.
I agree with lovefindingtreasures2 comment.
They played you with word play that they will use to open a case for charging shipping.

Shipping is not part of the offer and buyer pays whatever shipping is shown in the listing.

You really need to be more observant BEFORE accepting any offer. As others have stated, buyer will be charged shipping. Just because they slip in a little note, does not mean they will get what they are asking for. Though boy do they try sometimes! 😂
Side note … (especially with buyers who leave messages in offers) … I’d suggest you go in and check the feedback they leave for others. Again BEFORE accepting any offer. You can sure learn a lot about a buyer by doing this and in the long run, probably save yourself some future headaches! If they (potential buyer) have been leaving a bunch of neutrals/negatives, adding them to your BBL and declining those offers is IMO the best bet.
Happy Sales 😁
