I have an item listed as an auction or best offer. I received a best offer for the item, however there a 4 watchers for the same item. Since the offer does not show on the listing the watchers don't know about the offer. Is there a way to let the watchers know about the offer so they can have the opportunity to bid or submit an offer for themselves? If so how?

If you're not satisfied with the offer then counter or decline it. If you're satisfied with the offer then accept it. If you really want to know if the other watchers are serious then you need to let the auction run through completion.
No, there's no option to tell the anonymous watchers on your listing that you have a pending offer.

Not that I know of.
If they wanted to do an offer they would send you one instead of watch.

No there isn't. No one except you and that one buyer knows about the offer.
The watchers can make an offer, or you can send them an offer. Keep in mind they will ALL get the same offer.
Or you can wait it out and eventually someone will buy your item for the buy it now price.
Also. If the watchers wanted to make an offer, they would have done it already. Or they did it and their offer was auto-declined if it was too low.

While that could have happened, I think it's also possible that they may just be waiting to take action in the final minutes or (especially) seconds of the auction. You won't see me (in my buying account) until 5 seconds from the end of the auction, at which point I will slam in my single, highest bid, and hope that it's high enough to snipe the auction before anyone else can respond with a counterbid.
