Offer on Listing says they are from The Philippines but says item will ship to Sheppard AFB in Texas

So I have an offer for a piece of art. They have offered the same amount that they could buy it now at so not sure why they did that exactly but possibly since it says they are based in The Philippines however when I was going to decline the offer since I cannot ship there as its an excluded country I noticed its says ships to Sheppard AFB in Texas?

Not sure what is going on with that I have never had this happen when shipping to another country. I don't know if it just means Texas is where its departing from for the Philippines? most of my international shipments go through Chicago but I can see why this would possibly go south first!

Anyone have this happen lately? My gut feeling is to decline the offer!

Must be in the armed forces and uses an APO address here in the US.  The Service accepts the package and then handles shipping the item overseas or wherever the buyer is based.

Not only are the Philippines on the list, but quite a few APO's apparently........  and I think I read someone say their package to an APO was stuck in Chicago......and had never moved.

I'd probably write the buyer asking what they meant.....and say that it looks like even some APO's aren't being sent anywhere right now........and decline the offer.........

It does sound sort of odd.  Why doesn't the buyer just hit the BIN?  Can they not just choose any shipping address at time of payment?   

It is just ME, but at the price point of your items I might be tempted to accept and see what happens out of curiosity.  It is NOT like they are asking you to contact them off ebay or include a $100 gift card in the order, right?   Just remember you have to ship to the address provided with payment if they indeed pay.

Wondering the same thing about them being in the Air Force and it would fit the artwork also.

They are probably in the Air Force.  There used to be a number of people from the Philippines in the military.  If they served 7 years, they could get US citizenship.   Don't know if that still applies.  I have a lot of relatives in the military.  They showed as US but shipping was to Thailand or South Africa.

Yes thanks I did read over that info it looks like it would ship out of the U.S. to The Philippines but they would not be able to get it to the buyer as far I understand due to Transportation which means it would probably sit somewhere, get stolen or lost and maybe shipped back to me. And the reason I say stolen is I read several posts on items being mailed to The Philippines and sounds like a very hit and miss ordeal for some between packages getting lost, stolen or opened and damaged!

I know that those things can happen anywhere but posts made it sound pretty fairly common there and they also many times make the buyer come get the package and pay their customs fees because of transportation issues I believe so with that added to the already problematic issues with COVID-19 I will most likely decline.

I did send a message to the potential buyer and asked for some clarification on the matter. Thanks!

Only thing I can think of is they are giving me the option of taking the chance on shipping there and they will pay asking price for it.

After looking further at their home link they have zero feedback and have only been member since yesterday! That is kind of a red flag there!

Im not sure about shipping address part and not sure how I can find out where the final destination would be without accepting their offer?

I tried calling eBay and no answer on the telephones so no help there as of now. Thanks!
