I sold two items to someone in Germany. He hasn't paid yet. eBay tells me to send an invoice. I tried but eBay tells me that invoices cannot be sent to a buyer overseas. Shipping cost is based among other things on the weight and size of the package. The buyer doesn't know what is going to cost him for shipping, so he can't pay for the items. I am the only one who knows the weight and size of the package. And the shipping cost will depend on those facts. But eBay will not let me tell the buyer how much it will cost for shipping. What do I do?

If you are using Ebay International Shipping, the capability to combine shipments does not exist yes. You cannot send an invoice.

I checked several of your listings and you have in fact been transitioned into the EIS program which means when you have an international sale eBay is the one that sends the buyer the invoice. At the present time EIS does not support combined shipping so I expect eBay sent two individual invoices. Those invoices may also include the upfront collection of VAT or any customs fees.
As slippinjimmy mentioned you can opt out of that program and handle your own international shipments or you can specify other international shipping methods. In your account settings under shipping preferences simply opt out of the program.
You can also remain in the EIS program and set your own international shipping options for individual listings or for items that do not qualify for shipment through the EIS program. In your individual listing simply enter the other shipping options.

When I have a buyer that wants to purchase multiple items and they will ship via eIS, I put all of the items into one listing as long as they will fit into one package.

Put everything into one listing then have them repurchase it again. This way you can calculate the shipping for everything at once.

That is something I have also done but with EIS it becomes a bit more complicated than it was with GSP. EIS has a LOT more restrictions than what GSP had or even what the seller can do with direct international shipping. The package size and weights allotments are smaller and the total value is limited. Then there are all the restricted items. I am not sure if the EIS program unpacks and repacks shipments before they forward on the international let and what would happen to the shipment if a restricted item was found in a bundled listing. Still a great suggestion and very viable as long as it would work.

Since they already sold, can't you ship separately. The shipping should show for that. They may not be too happy, but they would have seen the costs before buying.

While shipping separately is of course an option it may also be that the buyer was/is expecting that the seller had the ability to combine shipping, not something they would see in the listing.
