I had posted about photo sizing and deleting old drafts I no longer want.

I loaded photos to a listing I was trying to do and I just couldn't get the photo size correct. I don't know how to do that . Can someone please advise?  Is there a photo hosting I could use who would upload to Ebay at the correct size and format? Obviously it would be good to have that service free but if there is one that's reasonable I would consider.
