A buyer asks for a full refund for not receiving an item in California within 10 days. Blames me even though the item was shipped the following day. I upload tracking. Item was sent via eBay standard envelope. I fully refund the buyer and a week later the tracking gets marked as received. I tried reaching out to the buyer and shockingly no response. Do I have any recourse as a seller?

im interested in this as well... i had a 400 dollar item get delivered a few days after a forced refund. of course the buyer wont even reply.
i have 2 inr cases right now. same as you i ship next business.
ive refunded over a 1000 dollars in the last 2 months.
the packages go dark for 2 weeks or more and then pop back up.
since early november ive had 24 items out of about 650 that took over 2 weeks w/ usps.
2 weeks ago i started sending all boxes ups even though its kind of a hassle in a rural area.
i dont think ebay will do anything about this though once its refunded i doubt they can pull funds from a buyers account like they can a sellers account.
one thing you can try once a buyer starts an inr case is do a package intercept but that doesnt work very reliably.
another thing is when doing a package search you can choose to have it returned to sender but that almost never works in my experience.

Once you refund the buyer, eBay isn't going to do anything about it. If you ship using eBay shipping and you get it scanned within your shipping time, eBay covers INR claims. Your problem was that you stepped in and refunded instead of having the buyer go through the proper INR procedure to cover yourself and the buyer.
Next time have the buyer file an INR claim. eBay will ask you for your tracking number (many times they don't even do that anymore) and when they see you used eBay shipping and mailed it on time, they take responsibility for it.

what!? ebay covers the loss if you use their system and ship on time?
what about the funds on hold bit and pulling that money?

You do not have any recourse against the buyer. You can beg eBay for a courtesy refund, but that is a long shot.
