Is anyone else experiencing not getting payouts, specifically under the 600 threshold but being told you need to provide ssn/tin to have payment released? I've had numerous calls, I'm told this is a large issue affecting many on the platform, yet the ticket with IT remains unresolved for months. This seems unlikely, but I'd love to hear from others who may be experiencing the same issue.

I understand the irs reporting requirements that eBay has been required to comply with. I also understand that those reporting requirements are based on the 600 threshold as previously noted. If a seller has not met that threshold, are you saying they still are required to provide their SSN? That's not what the policy states, nor is it in any other requirement that I'm aware of.
You noted that if I refuse to provide my ssn that it won't work out well- I'm not sure I understand why I, or anybody would give that, if they are not required?
Prior to 2022 Ebay did only collect the last 4 digits of our SSN for purposes of helping to verify our identity as required by Federal Law for all Money Processor. Since in 2022 the threshold on this FORM was lowered to such a small amount Ebay started collecting full SSNs so that they remained in compliance with Federal laws. It is really that simple.

Besides, the item you have currently for sale far exceeds this limit.

Ebay isn't going to play that game with sellers. It is much easier just to require it up from instead of waiting until they pass $599 to ask.
And keep in mind that this $600 minimum includes the ENTIRE amount received from the buyer without any kind of deduction for anything, even if the sale gets cancelled.

If you don’t want to play in eBay’s sandbox by accepting their rules, then find another sandbox to play in.

Thank you to all for the responses. This issue has been resolved by the IT department. It was always my intent to abide by the letter of the policy- And indeed the policy states -
"
If you haven't already given us your Social Security Number (SSN), Employer Identification Number (EIN), or Individual Tax Identification Number (ITIN), we'll ask you to provide it once you reach $600 in sales.
This information is required for all sellers with sales over the threshold amount ($600 for 2022). If you don't provide us with an SSN, EIN, or ITIN, your payouts will be put on hold, and we may deduct backup withholding from future payouts."
It does not make reference to what open listings you have, nor what is contemplated to be sold in the future. Further, this is not getting into semantics, but rather specifics of what is required by regulatory bodies, and what is required by policies within a given platform. In this instance, I was not required to provide my SSN, and the issue has been resolved. Incidentally, a previous post references that 2 transactions exceeded the threshold, in fact, there was only 1 single transaction within the calendar year, and that transaction was less than 600.
I wholly agree with the comment regarding playing by the rules as defined by the owner of the sandbox, and that applies to all parties- If the policy states specific requirements or rules, then it is incumbent upon all parties to act in accordance with those agreed upon rules.
I again thank each of you for the valuable input provided. I'm glad that I was able to reach a resolution on this matter while still protecting my PII and not providing my full SSN.

Your decision completely. Give it to them now or after you sell the item you currently have up for sale. I don't know what difference it makes, but clearly it matters to you.
I gave you a link to the federal requirements for Money Processors and they have every right to ask for your full SSN. Did you read the link.
