Why is their no negative impact when buyer doesn't pay? Non-payment doesn't show up in their profile and you can no longer leave a negative for non-payment. The only option for a seller is to cancel the order

there is a definite negative connotation to not paying
the buyer blocks against ebayers with non payment strikes really do work.
when you get bidders asking to be put put on the exemption list thats how you know the strikes are working

Because eBay knows that if there were a negative impact, buyers would simply create a new account and wipe the slate clean. From eBay's perspective, I think this is a case of "better the devil you know ..."

When a seller uses the "buyer didn't pay" option to cancel a transaction for nonpayment, the buyer receives a strike on his/her account. Savvy sellers have their buyer requirements set to block any member who has two or more strikes in a 12-month period. This will help you reduce the number of nonpaying transactions.

If a buyer hasn’t paid within 4 days, on the 5th day you can go to your Seller Hub to cancel the transaction using the “Buyer hasn't paid” reason and this gives the buyer a strike and you can relist. In future to have eBay automatically cancel your transactions due to non-payment:

You might consider listing with fixed price/immediate payment required instead of using the auction format. Customers making purchases would then be required to pay immediately instead of having four full days to pay for items. That, too, will reduce the number of unpaid item transactions.
Also, either remove "best offer" from your listings or decline all offers either automatically or manually--for now. eBay is rolling out an immediate payment requirement for offers, too, so stay tuned for that.

I have cancelled the transactions and then I have gone back a day later to the "buyer's" info and there is nothing there that gives them a negative review or records a non-payment.

Where is the strike recorded so that I can see? I would not respond to offers if I knew they had a strike.

If you are cancelling and using as the reason: "buyer did not pay", you are doing the right thing.
Perhaps you did not realize it, but the fact that they got a strike for nonpayment is NOT going to be visible to you anywhere, just on the buyer's record which you cannot see, but please rest assured, they DID get a strike.

We haven't been able to leave negs for buyers in decades.
Instead we have been opening and winning Unpaid Item Disputes.
Recently eBay took this over and will automatically Cancel unpaid transactions after four days have passed.
The deadbeat gets a Strike, which makes it harder to buy on eBay in future.
The deadbeat cannot leave feedback.
You can set your Seller Preferences/Buyer Requirements to automatically Block bidders with Strikes.

The number of Strikes a deadbeat has received is not public.
But we can set up our Preferences to automatically Block any bids.
I believe Blocked deadbeats can still purchase Fixed Price listings which have Immediate Payment Required, since, well, since Immediate Payment is Required or there is no transaction.
