Demand that Ebay begin indicating on non-paying bidders pages that they HAVE stiffed sellers in the past so that sellers can CHOOSE whether or not to accept their bids and so that they have the opportunity to cancel any bids they may have already placed on their items if they so choose.
Sellers already cannot leave negative feedback for buyers (or non-paying bidders) as it is, REGARDLESS of what they do. We, as sellers, are every bit as important to Ebay's revenue stream as buyers, and deserve to be treated as such. We have the RIGHT to know if the people bidding on OUR auctions have a history of not paying.
This is NOT too much to ask!

Go to your Seller Preferences and put an automatic Block on bidders with two or more Strikes in the past 12 months.
Use only Fixed Price* listings. Many customers will forget their bid in the seven days since.
Add Immediate Payment Required to your Fixed Price listings.
In Seller Preferences add a Block on customers who do not have active Paypal accounts.
*Fixed Price makes up over 85% of listings. We almost never see a deadbeat complaint about Fixed Price listings.

You can already block bids from members who haven't paid for items. Just do it.
Buyers with Unpaid Item strikes ☑ Block bidders and buyers who have received [2] Unpaid Item strike(s) within [12] month(s)
This requirement can help you avoid bidders and buyers with a history of not paying for the items they have agreed to purchase. |

But how would that prevent buyers from sniping or using BINs? I agree that setting your seller preferences to block anyone with 2 or more strikes against them is easier.

I don't think that's necessary...I have my Preferences set to block those with two or more unpaid strikes in a 12 month period so I don't even encounter repeat non payers.
However maybe eBay could " begin indicating on" Sellers "pages" that a seller is prepared to violate policy while expecting others not to do so...just sayin
Buyers "have the RIGHT to know if the" sellers " have a history of" leaving false positive feedback so that they can use the back button.

Hm. Another seller who DEMANDS others follow the rules while refusing to do so themselves!
did you know that Usps makes errors and that items are scanned delivered to the wrong house? You publicly called a paying buyer a liar while intentionally violating policy. Good luck with future sales because man6 of us refuse to deal with rule breaking sellers.
