Did a lot here on E-bay 15 years past and the non payers were removed by the system , now I'm back as a seller and am noticing a huge amount of non payment ,, **bleep** eBay what happened , the only thing we can do is block a buyer and leave them +feedback stating how much of a **bleep** they are , one i ran into had over 30 feedbacks ( all Positive ) stating not to sell to them because of non payment

Not true about leaving feedback for Non-Paying winner. I approved a best price bid as the seller. The buyer then refused to answer pleas or invoices. Never paid. Ebay gave me no options to complain or leave negative feedback. The Only option I had was make a non payment claim and they canceled the auction. I relisted the item. The buyer is free to keep doing the same last minute, "I don't want it now" decisions.

Had the same issue. Previous replies have already addressed the nuts & bolts of what sellers can/should do and what we can't/shouldn't. Bottom line- set your site preferences to avoid future frustration. To those replies who were helpful without being somewhat derogatory- thank you!
One thing eBay could and SHOULD do is convert those non-payment strikes into a buyer rating deduction.
As it stands now, it's very misleading to see a '100% positive feedback' rating attached to a frequent non-payer since it's the primary if not sole graphic of a buyer's trustworthiness and intent. This comes into play if/when negotiating a 'best offer', as frequently happens in Collectible categories.
No one enjoys having their item taken out of the market for a minimum of four days until order cancellation and relisting can begin...particularly if that item is missing out on a 'hot' market.

I believe a lot of the issues is with old accounts that people made and never bought. I sometimes think ebay does a bid deliberately to see if the person even exists anymore and also they are hacked by bots

Uh, in addition to leaving a negative being "a total waste of time", it's also against eBay's rules, but I am certain you know that.

What eBay are you selling on? O[en a case for non-payment? That option doesn't exist. If you hit the "report a buyer" button it immediately goes for "cancel the sale," without an option for non-payment.

Cancelling for nonpayment is the new version of opening a case for nonpayment, except it is faster.
The option appears 96 hours after the buyer commits to pay, and using it gives the buyer a nonpayment strike and prevents feedback from being left. Just two nonpayment strikes in a year allows any seller to preemptively block that user account from bidding or buying.

I've been here longer than that and I'm not sure what you are referring to "Did a lot here on E-bay 15 years past and the non payers were removed by the system..." I don't ever remember this happening. Now there was a time when non paying buyers, if the seller filed and won a UID claim, the buyer got a strike on their account. If a buyer acquired 3 of this in a 12 month period, Ebay would sanction the buyer in some fashion, not always closing their account. That was the worse case and one they tried to keep from doing that. They would work with the buyer and try to rehabilitate them.
On auctions there is still no way that Ebay offers to insure sellers will be paid. This is the same problem we have always had with auctions. Nothing has changed.
If you are having the same problem with your Fixed Price listings, you can do IPR [immediate payment required] in your listing set up. So they have to pay if they want to purchase the item.
Back to the non payers. Ebay has made this a bit easier for sellers to file Cancellations for Non payment, which you can do 96 hours and 1 minute after they purchase the item. These are EXTREMELY important to do.
Coupled with that go to your Site Preferences for Buyer Requirements and set your setting to the strictest possible for non payers. Which is 2 in 12 months.
If all sellers would do this, when these chronic non payers show up at your listings to bid or buy, they will have a message on their screen that the are BLOCKED from purchasing from you.
It works GREAT if we could just get more sellers to participate!!
