I don't offer refunds so I am wondering how this buyer got a return started at all- states the item is way too big.
As described. Does anyone have Ebays phone # thank you. I cannot afford to do this and do not want to phone the buyer to let them know they will not be keeping the money, PERIOD. I just won't take the hit.

You should become familiar with eBays money back guarantee. No Returns on your part means nothing to eBay. If a buyer issues a claim, its best for you to accept it, offer the shipping label and wait for goods to arrive in order to issue refund.

Sorry let me clarify. Somehow i believe i am even paying for return shipping on an item that was as described. I would never agree to returns for clothing, I just don't do that. This is a brand new item.
Anyhow wanted to contact Ebay since they agreed to return, I need to be ensured they will be paying for it. Not me, as the contract needs to be heeded.
Otherwise I need to nicely let the buyer know not to return it as i won't be accepting it.

Which item is the return for? You do have some new items that allow returns.
No returns simply means that you do not have to accept buyers remorse returns. If the buyer checked off a remorse reason such as 'doesn't fit' then you should have the option to refuse the return. If you don't have that option then they must have checked off a non remorse reason which makes your options limited. It normally doesn't matter what they have written, only the reason that they checked off.
You can certainly contact cs but you will have to use the chat function, get a call back or use social media. But generally they will tell you to accept the return and pay for return postage.

Never mind I just refunded. I'll need to go remove all of my clothing items from this website now since Ebay is breaking my contract of no refunds. (Unless of course, it is my fault or something happened beyond buyers control, no need for them to suffer). This buyer is also a seller and seems very honest so I don't want them out any more money

Ebays terms supersede your terms in all respects as this is their site.
How many returns or return attempts have you actually had anyway? Is it really worth stomping off the site over one return or refund? Your record shows at least one sale a day on average which is nothing to sneeze at.

Two of your statements give me pause:

1) Every eBay seller is subject to refunds... sellers either issue them proactively or they'll be forced by eBay to issue one (on the seller's behalf) while giving the selling account a metrics ding.
2a) You can tell your buyer that they don't have to return the item (and let them keep it), but that will still generate a refund by eBay as described above. 2b) If you don't accept the return, then the item will go back to your buyer (and they will keep it) and it will generate a refund by eBay as described above while giving your selling account a metrics ding.
If the reason was truly a remorse return, it's a shame your buyer lied and used a NAD reason... but that's already done.
I'd recommend that you not call eBay, but refund the buyer in full upon the item's return to you. For what it's worth, I find that if an item sells once, it will again. Get your item back to list for the right buyer. Good luck to you.

At the bottom of this page on the link above, it reads:
Can buyers request a return even if I don't offer returns?
Buyers are able to request a return for any reason.

You must've been typing this while I was typing. My reply is above, I decided to refund and choose to remove my clothing items. I left a few up just because those types don't return items and the sizes are pretty similar as they are usually repeat customers.
Anyhow it's done and I've prevented a repeat occurance

I don't get to create my own terms, none of us do.
Ebay created software which provides terms they've for both parties. That is the contractual agreement.
