I am only allowed 115 listings, and when I delete one to add a different one they tell me I can't add it.
I have been with Ebay for many years. My sales have dropped significantly, I have found alternative places
to list that have better results, so I am deleting listings on E Bay that have sold on other sites. How am I to "improve my performance" when I am limited to 115 listings.!!

As you haven't sold much as of late, you are essentially a new seller again and will be treated as such. All you can do is work within those limits and be a respectable seller. Things will improve.

Without information about which performance metric is suffering... the short answer is that it is all mathematical.
You'll have to figure a way to correct the performance metric number with what eBay will let you put up. Good luck.

I went from Top Rated to below standard when I quit using paypal. I kept my listings active for exposure, but when someone purchased I had to cancel their orders because I couldn't accept any payment. Each cancel was a defect. But when ebay FINALLY offered me managed payments, I was able to restart selling again, and now after a YEAR of waiting for those cancels to drop off, I will be Top Rated again. I had to be very patient! Hoping I will have more exposure with my listings, especially since the new year started and I haven't had a sale in 10 days!
