It's about time and it's a start.

Sounds great on paper. But sadly, it seems that would still come down to a case of he said/she said. Will CS or anyone handling disputes be trained to not simply cop out with "We have no way of knowing if you are telling the truth or not, so we are going to give your money back to the buyer, even though we have no way of knowing if they are being truthful or not either"?
How are they going to enforce this in order to stand behind their customers?

The message I got has the title:
Two new returns features will trim returns processing time.
In the split second that I read the first 3 words, my heart almost stopped.

That is good news. I don't get a whole lot of returns myself.
Pretty sure it will help to discourage the scammers out there.😊

It seems to me that this means it only applies when you take returns, since Ebay has automated the process.
Also, while you can deduct for opened items, or "items not in compliance with Ebay's Returned Item Condition policy", what is the buyer challenges that?

Maybe. I think I was in the beta version of this, but was too fearful to ever try to send less than a full refund. The instructions made it clear that if a buyer questioned doing this that I would need really good proof for ebay to side with me and avoid a seller unresolved case. I don't recall it sounding like a slam dunk, but maybe it will change the climate some.

OMG, am i reading the first paragraph right???
If the buyer returns an item that isn't snad ebay will auto grant it, that I can deal with - but ebay is going to provide them a label - who is paying for that label? And how will it be paid??
The second paragraph is just ebay making another empty promise. We can try to refund only 50% of an item that is now worthless - that we have probably been forced to pay shipping both ways on top of it - but ebay will probably not let us.
Or there will be a super secret ducks in a row way to do it that will change every hour and we will need to know the new pin code to do it.
So now a buyer can buy an item, strip it of parts and send back a picture of the worthless husk and we will only get to pay back 50% ....well I suppose that is an improvement over paying 100% like we are forced to do now.

It only applies to remorse returns where the buyer pays return shipping.

Paragraph 1 is talking about remorse returns, where the buyer pays for the label.
But as all buyers know to file snad so the seller pays, it is just ebay feel good jive.
Paragraph 2 is just a bunch of bull feathers.
We all know that in a snad or a he said she said, ebay always bows out.
The only way to win, is if the buyer sent a message that they had used or altered the item.
I see little here that is good for sellers, just more hot air.
But I could be wrong...

Did you opt into a program for this?
I am thinking this 50% refund is going to apply to those who sell multiples? Will it really apply to ooak?
This has been around in the testing phase as fernwood said, I've seen it posted around somewhere, but I haven't seen posts here from sellers explaining how it worked out.
So for now I won't believe it until I see it.
That said, what good is 1/2 an antique instead of the whole one I sent?

Afternoon,
Wonderful idea....way late to the party though...scammers seldom return the goods because they made a mistake/or simply want that "FUZZY"return experience and chose to own up to it and choose the option that makes them pay for the return label...that's because they have perfected the SNAD route where the seller gets the priviledge of paying for the pleasure of getting scammed.

Is there a link for this?
Sure there is.....it was first announced 3 MONTHS ago in the Fall Seller Update:
https://community.ebay.com/t5/Announcements/2017-Fall-Seller-Update/ba-p/27391472
And then a follow up announcement in early November:
The Auto Acceptance of remorse returns has already been in effect for a month.
