Who exactly has access to promotion manager?

Feel like this may be a dumb question but can't for the life of me find a straight answer (eBay has tons of marketing for promtoin manager but nothing indicating which sellers have access to it).  Attempting to load promotions manager give sme an error that it is only available to select sellers at this time. 

 

A couple of months ago I had started to set up a promo (buy 3 or more of certain items and save 10%) but wound up side tracked and never listed those items. I returned last week to finally list these (as my collecction of Funko Myster Mini duplicates has grown significantly) but can't find the option to do this anymore. 

 

Did eBay remove this ability of inot a store subscriber? It used to be there. Who exactly has access to the promotions manager? Nothing in the promotion manager FAQ that I found answers this question yet I can not access it. 

 

Appreciate just understanding waht I'm missing here.

Yes, you have to have a store to use Promotions Manager (or the old Markdown Manager if you can get it to load)

Yes, you have to have a store to use Promotions Manager (or the old Markdown Manager if you can get it to load)

Thank you. After thinking about it further I was doing a trial of a store back when I was able to start the promotions process. Hence why it's different for me now.
