New cancel rules if i decline can i give a buyer a strike?

As the title says I have a person who placed a bid in the last 5 seconds.. won the auction and 30seconds later requested a cancel. If I decline this clowns request can I submit an unpaid item strike?

No, not if the buyer has requested to cancel.

     Why would you even consider declining the request? If you decline, they pay and you ship they are likely going to return it on your dime. You could reach out to the buyer and as why they requested the cancelation it may provide you some valuable insight. 

     I have not seen the buyer side interface of the new cancel request but it would be interesting to know if that interface contains a reason for the request to cancel.
