Why can't I leave negative feedback for a negative experience with a buyer?

I wont give into partial refund beggars either. Scammers will make up every excuse in the book and beg for a refund, no. I tell them send it back if you're not happy.
I think its a bad idea to argue with them over things like return shipping costs though. I usually just give them a label and tell them to return, then they have no room to argue anything.

Sellers haven't been able to leave buyers negative feedback for awhile now.

Sellers used to be able to leave negative Feedback for buyers. Unfortunately, we found that when buyers had bad experiences with sellers, they were often reluctant to leave neutral or negative Feedback out of fear that the seller would retaliate by leaving negative Feedback for them. And when buyers did receive unfair negative Feedback, they usually decreased their shopping on eBay. Overall, it became clear that the fear of retaliatory negative Feedback made it more difficult for good sellers to distinguish themselves from not-so-good sellers, and made the Feedback system as a whole less reliable."
If a buyer that does not pay leaves you a negative feedback, you should pursue an unpaid item dispute which, if won, will get you your final value fees back, allow you to have the negative feedback removed, and provide the buyer with an unpaid item strike. If you set your buyer requirements, you can block any buyer with more than two recent unpaid item strikes from bidding on your auctions.

Your buyer states, "Item received damaged. Blames post office, then blocked me from communicating."
You're handled this situation all wrong. First off, you need to get insurance on anything you can't afford to lose, and yes the post office does destroy packages at times. How you pack items matters too.
Anytime I have an item get destroyed in the mail, I ask the buyer to have the package inspected by USPS, and I ask for proof of damage with pictures. If I think they're lying, I make them return it. Then with the added insurance you can refund the buyer and you aren't out any money.
Either way, its not a good idea to block buyers and ignore the issue at hand, that's just bad service.

I'm not so sure that was very accurate on the buyer's comment. I say that because sellers can NOT block a buyer with a current transaction from communicating with them. Even if the seller puts them on their BBL and have the buyer preference checked to block buyers on the BBL from emailing the seller. That block will not apply to a buyer with a current transaction.
The OP says the buyer said something totally different in their email to them.

If the buyer reports the feedback you left, ebay will remove it because it's a feedback policy violation. Sellers are not allowed to leave neg comments for buyers..
Sellers have not had the option to leave neg feedback since May 2008.

The seller didn't leave negative feedback for the buyer, not sure why you're claiming they did. That's not what I saw.
Their exact words: "Funny, this buyer admitted watching dvds. Didn't want to send item back 4 refund"
There is nothing negative about that, its just an opinion.

LOL, seller left negative FB on the buyer for the original transaction. Madison is correct.

Ebay took that away from us sellers a while back. The only thing we can do is when a buyer does not pay to open up a npb claim. A buyer gets 2 of them and they can not buy or bid on items when seller has it set up for people not to be able to bid or buy who has 2 or more npbs on their account. These people have to either find another seller or do their shopping on another site. You can also add the deadbeat buyers to your blocked buyer/bidder list and have it where they can not message you.

eBay hasn't allowed that since May 2008.
You have left at least 2 positive ratings with negative comments for your buyers and that isn't allowed. If reported you will receive policy violations.
You are allowed to reply to feedback left for you.

The OP left this as feedback for the buyer:
"Sellers BEWARE. Unrealistic. Expects items free. Won't return 4 refund."
Sellers can't leave negative feedback and can't leave positive ratings with negative comments.

That's not the feedback the seller left for the buyer. That's the seller's reply to the feedback left by the buyer.
At the top of the feedback comment list you will see several tabs - for All Feedback Received, Received as Buyer, Received as Seller, and Left for Others.
Click on the Left for Others tab.
Or, if the buyer feedback is a neg or neutral, you can click on the number in the summary box at the top - it will bring you to a page showing just either the neutrals or negatives - and you can click on a link that will show Reciprocal Feedback for each nonpositive comment.
Whichever way you get there, you will see that the Feedback comment the seller left for the buyer was indeed a negative statement.
