I’ve had 100% positive feedback on eBay for 26 years. Until I had the unfortunate encounter with this recent buyer. No communication from the buyer. Checked my feedback and found out the buyer had left negative feedback. I contacted the buyer. I offered a full refund and the buyer can keep the item.
Buyer’s response was “it’s okay. It was only a couple of bucks. Have a good day bro.”
is there anyway I can remove the negative feedback? Have it changed at least to neutral? This buyer only has 38 feedbacks. What happens if I cancel the order? I’d the feedback removed?

The feedback doesn't violate feedback policy so, eBay probably won't remove it.
You could send a feedback revision to the buyer, but they aren't obligated to change the feedback they left for you...Sorry.
Cancelling the order won't do anything, but give the buyer back their money sorry. You don't have a good reason to cancel anyway, since the buyer already received the item.

It sounds more like a review of the product, rather than of the transaction. Wouldn't that qualify?

@lilone7 That FB reads like a review of the product not you as the seller.
I would send them a message and ask if they would do the FB revision. Explain that their FB is a review on your performance as the seller and not the item itself. Let them know it's harmful to your very small business.
It may not help but it can't hurt.
If they refuse to do the revision; reply to the FB and say something like: "I'm very sorry you were unhappy with the product, I'm happy to refund you to make your buying experience a positive one." Or something to that effect.
Know that, that FB doesn't reflect on you the seller and wouldn't prevent me from buying from you. /just sayin'

I have had better luck asking a buyer to change the neg to a neutral.

Doubtful, since eBay asks you to post about the product as a buyer when leaving feedback.

Why did you need to "offer" it?
Why didn't you just refund him anyway?
Or was your refund offer conditional on him revising the feedback (which would be against eBay policy)?

eBay has very strict rules about what makes a feedback eligible for removal. Nothing in your post suggests it is removable.

You can try to contact eBay, they are likely to understand if you let them know what happened, I had a similar issue with a buyer but they had bought 15 items from me, wanted a refund, then somehow was allowed to leave 15 feedback on my account bringing me from 100% to about 95% or something like that it was a little while back.
They actually did help me with about half of the negative feedback, but for some reason they didn't remove the other half and everytime I contacted them about it afterwards was a denial of the feedback removal saying my reasons werent adaquate even though they were for the first half?
Contacting eBay support I was told that having a lower feedback % looks more realistic and to not worry about it 🤣 Yeah okay..
I was only doing eBay for about 6 months when this occurred, and was deadest on the 100% but people suck. Very very impressive you went that long with 100%, I wouldn't doubt eBay will help you remove given your history with them.

I've had the last few "product review" negative feedbacks removed by ebay.
I used the wording...
"This is a product review and has nothing to do with the transaction itself."
All 3 were removed by ebay.
If that doesn't work, you can always submit a revise feedback request to the buyer.

Lucky you. Thanks for the tip. I'll try that myself for my recent neg received 3 weeks ago. Which preset reason did you choose?
-Profane or inappropriate remarks
-Personal information included
-Doesn't follow eBay policies (examples:legal concern, manipulation, extortion, etc.)
-Related to a case that was resolved in my favor
-Other reason outside my control (examples: weather disruption, technical issues, buyer error, etc.)
