Need Help - International Return Request

OK folks, need some help again...

 

Sold a coin earlier in January, buyer in Europe, e-DELCON. Coin arrives at customs on Jan 19, a notation in the tracking that duties are owed. On Jan 22, it shows as delivered, in the buyer's country.

 

Today I get a return request that falls under remorse (no reason given for return), with a note from the buyer that Customs returned the package to me, and he doesn't know why. (I'll bet).

 

I made a note in the request that it showed as delivered on January 22, and I'd be happy to refund when I receive the item back. Then I approved the return.

 

Followed by that, I did call eBay, they told me what he put in the request was under remorse, so no label is needed on my end. And that I can close this out on Feb 2 if no proof of anything coming back is given.

 

1. If Customs returns it, they so state right, especially if the country in question leaves lots of detailed notes? They won't note it as delivered if it's coming back to USA?

2. This is an old scam isn't it... lost in the mail, so please refund me. (Did not expect me to check tracking before I replied?)

 

There is another possibility... he could have confused me with someone else. Like the Israeli buyer who purchased stuff from me, and another Canadian seller, then confused us and filed an INR against me (which messages between us sorted out to have that closed out, as he made a mistake).

 

And lastly... if he decides to file something in Paypal, what do I do? Upload tracking and get it closed out in my favour?

This is sort of confusing.  Why would a buyer submit a "return request" for something they said they never received?  I was under the assumption the buyer must choose from a list of reasons for a return request as well.   What did they pick?

It says "no reason" under "reason given" (which eBay said is the same as a remorse return, because it's not a SNAD). He states in his comment that customs returned it, and he doesn't know why. He filled in the forms on his country's eBay, so there's no possibility that I can assume that he misread the instructions. I had to log on to that eBay to see the return request. I sold the item on the dot com site.

 

What I'm confused about, is why it shows delivered on the tracking (a week ago) if it was returned. Because of the culture around here, I jump to the assumption it's a scam, but I'm not experienced enough with every scam to understand what one would achieve by saying they didn't get something that shows as delivered.

Buyers request returns before they’ve received the item,  all the time. It’s a common issue here. Usually it’s because the latest delivery estimate hasn’t passed and the only option they are given is to request a return.
