You can report the listings (brand name manipulation in title? or such) but in my experience, not a lot happens. I have heard that sometimes one report doesn't do much, but if enough complaints stack up it might be addressed. But I am doubtful about that, since I have seen this sort of thing right and left (and particularly in my own main category). Not to mention wide-spread with the China sellers. I guess policing these things is not a high priority with Ebay, and to be fair, it would be difficult to keep up with the huge volume of daily listings.
Maybe if you are a high volume seller it would add more weight to the complaint? Hard to tell.
