Just going by postings, which there have been more and more; I'd say it is becoming more prevalent.
Buy It Now- Immediate Payment Required is the only way to fight it.

This has been going on for years,most buyers use this as a scam hoping when they do not pay the seller will contact them with a lower offer in hopes of a sale,thus the buyer gets an even lower price
Just add them to your blocked buyer/bidder list,you will not have to deal with them again.

This is my suggestion to avoid further issues:
List a buy it now, fixed price with immediate payment required checked off. NO best offers either.
The categories you sell in attract scammers. Don't give a scammer or a sport bidder the satisfaction of ruining your day with things they don't intend to pay for or try to steal from you. Be smart. Stop with the auctions.

No - and I have best offer on everything, but I sell random old paper in a niche market, not popular sports cards. Some items tend to attract buyers who are...less than reliable when it comes to payment, namely sport bidders and deadbeats who will bid on multiple auctions then only pay for the one with the lowest price, if they even pay for that.
This is why sellers need to do the unpaid cancellation and set their blocks. If sellers don't do that, unpaid cancellations are just as worthless as "negative" feedback.
Decide on a price and use immediate payment required. When you use immediate payment, the listing stays live on site until it is actually PAID FOR, not just purchased or won at auction.
Switch to the new listing form if you're not already using it - immediate payment is not an option in the quick listing form. Decide on the price you want for your item. Be sure to take original cost of goods and fees into consideration. Go to the preferences section at the bottom, click the link that says "Payment managed by eBay", then click to require immediate payment, then click done.

There is a real simple solution here which we as sellers have been asking for years. Ebay Require immediate Payment on Every transaction! There is no platform out there today that allow you 4 days to pay for an item. I don't understand why they do not require this. Ebay is also losing money from these deadbeats.

Eh ebay get one system in place whea dey take care of da deadbeats.
Try wait 4 days den cancel da transaction "buyer neva like pay".
Den da buyer goin get one strike.
If dey get 2 of doze strikes in one year, they can be blocked.
Or get one nother solution dat everyone else is trying for tell you. Jus sell buy it now/fixed price wit immediate payment required.

Ebay already has a system in place that takes care of those deadbeats.
Wait 4 days then on the 5th day cancel the transaction "buyer did not pay".
This will give the buyer s strike.
If they get 2 of those strikes within a year, they can be blocked.
Da adda solution is what erryone else is suggesting,
just no do auctions. Sell em fixed price/buy it now wit immediate payment required.

You are not the only one, but it is not happening to everyone either.
Sellers who do have a constant problem seem to either live with it, quit, or shift their listings practices to reduce or eliminate the problem.

There are very few platforms that allow buyers to purchase an item without the buyer being present at the time of the sale.
But eBid is a platform that allows buyers to win auctions without paying immediately.

Those of you who suggested it, and there were several, realize that not everyone views immediate payment required as a good thing. We don't use it because it tends to back to not work well. Some people pay immediately, some pay tomorrow. I don't want to throw out all the tomorrow or the next day payers by choosing to demand payment now.
Now, I just had someone with almost five thousand feedback pay me today when today was the last day to pay. Did it bother me to wait? Yes, a bit. But I'd rather sell the item and wait, then turn off buyers by demanding money right now.
