Here is the scenario. Purchases of 2 items each are made back to back 4 times (8 items total), using 3-4 different user IDs--each with a different obviously fake name. All 4 orders have exactly the same name or code at a freight forwarding address in Portland, Oregon. This happens with two different FF addresses. I corresponded with one of the unique ID/name buyers. He said that the others were his friends, and it was OK to send all 8 of the products in one package. I shipped them without incident, but subsequently, all the accounts were "unregistered."
I phoned ebay, and was told that ebay had closed the accounts because they were "suspicious"-- I presume meaning stolen credit cards. All purchases were paid for immediately, and charges were never reversed. ebay told me not to worry--that I was covered as long as the items had been shipped and delivered to the FF.
A week later, the same person does the same thing, using yet more new accounts and names, using the identical addresses as the ones used before (same name or code, same FF street address), and writes to me, asking me how soon I can ship. Now I am cancelling orders sent to certain names or codes at these two addresses. None of the buyers has written back to ask why. They just change accounts and names, and order again. Sometimes the accounts get "unregistered," and sometimes they do not. I have no idea what is going on. I am losing much of my business by canceling these orders, since most of my sales are to buyers in China and Korea. Should I continue to cancel the orders or resume shipping?

Generally the information eBay provided you with regards to your responsibility ends when the item is delivered to the FF at which point the buyer looses their MBG coverage. Of course there is always the possibility of a chargeback.
Policing buyers is almost impossible for sellers to do and will cause different levels of anxiety. EBay has/is apparently doing some monitoring but a buyers ability to utilize different guest accounts and VPN's makes that difficult. Personally I wouldn't worry and would ship the orders. I am not sure what reason you are using to cancel the orders but if it is a problem with the buyers address at some point if the number of canceled orders becomes excessive eBay may have issues with that.
Given the items you sell I would not think they are a high value or high target item for scammers so your risk is probably low.

The OP is selling pricey supplements - I used to sell supplements here and quit because the market and buyers were so difficult, and they were not as expensive as what the OP has sold. TBH, I'd quit trying to sell them here - there's too much strange behaviour. I was even accused of selling counterfeits by some of these people (I got my supplements from the manufacturer - I had too much product and was simply selling the excess here - it wasn't worth it).

Problem with address would be a safe reason for cancellation.
And did you Block the buyer? If all the names were from the same URL they would all be blocked, usually.

We've seen this Oregon buyer and know what you're talking about. We think they are a forwarding service for customers in Asia. For them to get cheap or free USA shipping then that company in Oregon you are shipping to forwards the packages to Asia. Kinda like what EIS does. This is just my hunch not necessarily factual.

If ebay says ok to ship, I'd ship........ Many transactions thru a Freight Forwarder are fine.....no problems.
Since ebay takes on the responsibility of Ok'ing the shipment, even if the cards are bad, etc you will not have to refund, as long as you can prove receipt of the item by the forwarder.......as evidenced by your lst experience.

I just went through this with a Portland address but had another issue where it seems the package has been lost by USPS so a refund was initiated without resolve from the post office. After some messaging I now see this buyer is actually in Korea and is essentially a drop shipper. They are finding lowest, cheapest pricing online and shipping out with a freight company. I personally dont mind but I do think ebay should take a look at this practice especially since ebay has essentially set up their own drop shipping to international addresses. Seems like many conflicts going on with these addresses

One of the issues with regards to the URL is if the buyer is using a VPN the URL does not remain the same.

So you have already determined that the address in Oregon is NOT that of a freight forwarder?
There are quite a few **bleep** in Oregon because Oregon has no state sales tax.

Thank you! I was advised to cancel based on a problem with the address. My concern regarding purchases of just 2 items at a time in quick succession with multiple buyer names and user IDs was use of stolen CC numbers. I believe this may have been the reason that ebay unregistered the accounts. None of the buyers has written to question why the orders were cancelled.

Thank you. I did not block the buyer, because in most cases they were registered the same day as the purchase and were never repeats.

Thank you. I have had issues with the same post office also on two occasions, where tracking showed arrived at the Portland post office, but never showed delivery to the buyer's address. I thought that if we shipped with tracking, once the package was in the post office's hands, our responsibility ended. It seems like I'm wrong about that.
