Multiple user IDs and names for a single buyer. All have identical address in Portland, OR.

Here is the scenario. Purchases of 2 items each are made back to back 4 times (8 items total), using 3-4 different user IDs--each with a different obviously fake name. All 4 orders have exactly the same name or code at a freight forwarding address in Portland, Oregon. This happens with two different FF addresses.   I corresponded with one of the unique ID/name buyers. He said  that the others were his friends, and it was OK to send all 8 of the products in one package.  I shipped them without incident, but subsequently, all the accounts were "unregistered." 

 

I phoned ebay, and was told that ebay had closed the accounts because they were "suspicious"-- I presume meaning stolen credit cards.  All purchases were paid for immediately, and charges were never reversed. ebay told me not to worry--that I was covered as long as the items had been shipped and delivered to the FF.

 

A week later, the same person does the same thing, using yet more new accounts and names, using the identical addresses as the ones used before (same name or code, same FF street address), and writes to me, asking me how soon I can ship. Now I am cancelling orders sent to certain names or codes at these two addresses. None of the buyers has written back to ask why.  They just change accounts and names, and order again. Sometimes the accounts get "unregistered," and sometimes they do not.  I have no idea what is going on.  I am losing much of my business by canceling these orders, since most of my sales are to buyers in China and Korea. Should I continue to cancel the orders or resume shipping?

Not really. I wrote to each "buyer" first, and asked if I could ship all identical items (in some cases 😎 in one package, and they answered affirmative. Once I asked why all the different buyer names and IDs, and was told that they were different friends--they were paying, and he was handling the shipping.

OK, now it's confusing.  On 06/08, when I asked, you stated that the address is definitely not a freight forwarder.  Now it's definitely a freight forwarder per your message here?

The "post office's hands" is not the same thing as delivered to the buyer's address.

But since we've finally determined that you are shipping to a freight forwarder, who will then send the package on to the buyer's address, your responsibility DOES end when the package arrives at the address of the freight forwarder.

Did eBay let you post the same tracking number for transactions with different buyers?

I have 4 Ebay stores and buy and sell on each of them - very common on Ebay

We think they are a forwarding service for customers in Asia.

Google Maps-> Street view.

If the building is in a strip mall or an industrial park it is likely a freight forwarder.

If the building is close to the docks or the airport it is likely a freight forwarder.

 

Freight forwarders are the second safest addresses you can ship to.

First because when the package is accepted by the US addressee, your responsibility as a seller for delivery ends.

Second because the forwarder usually deals with import fees and customs brokerage as part of their service, so your honest customer is not shocked on delivery and your dishonest customer cannot pull the Customs Hold scam.

And if there is a NAD opened, eBay only requires you to supply returns shipping from the address you delivered to-- in the USA.

I know this buyer, don't bother blocking an account as I kid you not they have thousands.  Check the creation dates and you will likely see as time goes each account was created on the same day x years ago, that days account runs out and goes to the next day on the next account but same year.  They have purchased hundreds of items from me and I did cancel several for awhile over the suspicion but I contacted eBay and let them know of at least 40 accounts at the time and when they looked it up said "oh my, they have way more than that but I can't disclose a number".  Obviously it's thousands so I figured if eBay was happy to be complicit in whatever the scheme is (avoiding taxes mail fraud, illegal freight forwarding at a residence, whatever) then I may as well be happy too.  eBay won't take the fall if they are busted so neither would I, they will never have a matching account name to a shipping name, ever.  I presume nothing ever went wrong bc the accounts are long gone before 30 days, I never seen one with over 5 feedbacks. I've taken notice of well over 300 accounts going to that address, probably over 500 honestly. 

  It's also important to note I was selling items with bulk quantity discounts, large ones.  They would buy every single item separately on a different account one after the other and opted to not take advantage to what easily amounted to thousands in quantity discounts. 

  You can't stop them and eBay won't bc of the massive fees collected I'm sure, it was well over a year ago they "flagged the address for further review" in my instances.

Why?

They pay. You ship.

I understand there are companies (Japanese mostly) that act as buyers for their overseas customers.

Unlike most freight forwarders whose customers use their own names, these companies seem to open a new "guest" account each time their customers order.  The seller never learns the identity of the actual buyer.

 

Was there a specific repeated problem or did you just panic?

They are a 3rd party shipping company. I work for a major retailer and we have had many issues with them. When a 3rd party shipper receives the items they unbox them from our packaging then repackage them in their packaging then ship to the person. Sometimes their customer they purchased from calls to make the claim of non-receipt, damaged items, missing items etc and we cannot do anything since it was successfully delivered to the intended party. What happens when they receive it is on the shipper they had it shipped from. Also the 3rd party shipping companies will take out the original Gucci items and then ship a fake to the other person. They are using variations of emails by changing the numbers after the main part. Once we block a profile, they simply create a new one, we block it and so on. It's never ending and ridiculous. Most addresses for Portland OR are 3rd party shippers. All I can suggest is to google the address. If it's a 3rd party shipper I would not fulfill the orders. If the original person wants it, they should be ordering it from you and stop trying to save a few bucks on shipping buy utilizing these shipping companies.
