Multiple non-paying bidder still on ebay

I just sold an item. I look at the buyers feedback and many sellers (15+) have said this buyer did not pay for items. Why is this person still allowed to buy on ebay? Sellers aren't allowed to leave negative feedback ( which I find ridiculous) so it looks like the person has all positive reviews. I thought Ebay would suspend these bidders if they have too many non paying bids. So frustrating. I'm pretty sure I won't get paid and now I have to wait to relist.

The “masses” are the only ones alerting the honest community of possible issues with dishonest buyers/ sellers.

No. "Alerting the honest community" via false positive feedback does absolutely nothing to stop those non-payers from doing the same thing again.

Serial non-payers would much rather receive false positive feedback than nonpayment cancellations. Because two nonpayment cancellations in a year actually result in the account being preemptively blocked from making purchases from many sellers, where false positive feedback just lets the non-payer keep bidding and buying -- and not paying -- with that same account.

If sellers would report buyers for non payment like they should it should be three strikes and they are out. Also, leaving negative feedback for buyers via the words in a positive feedback is a policy violations.

Why more sellers don't report buyers is beyond me.

This whole idea of only having immediate payment for Fixed Price Buy It Now needs to be applied to Best Offers. It has become an epidemic of late, and I keep adding more and more deadbeats to my block bidder list. Once they snub me one time they are done. There are no three strikes and your out, they will never be able to buy from me again, and it's no loss to me. Buyers are given way to much freedom on this site. There should be a requirement for Credit Cards on file immediately charged for purchases. No more ending my items only to have to re-list them again. Especially in this economic climate, I am tempted to no longer accept Best Offers. Matter of fact, i might remove them from all my listings moving forward.

Is there a way to see potential Buyers submitting offers Non-Payments history?

Nonpaying bidders get strikes from not paying, not from losing disputes.

No.

But as mentioned above, if your preferences are set to block buyers who have had two or more unpaid item strikes in the last 12 months, those users will automatically be blocked from purchasing your item.

Relist it simultaneously, so if he don’t pay eventually instead of waiting to eventually not get paid you will have the same listing running in the background. This is what I do as I just sold an item for the second time with no response from winner over 3 days now. I can’t believe how they get away with that

You may want to do a little further reading.  Buyer have 96 hours (4 days) to pay.

Seller can, on day #5, cancel, using the reason of "buyer didn't pay".  He is then free to relist.

So how does that simultaneous relisting work? You are relisting before the 96 hours is up?

What's your plan if your first buyer pays and you sell it again with your simultaneous second listing?
