I usually get charged on the 16th every month for my subscription and did in March.
But now I see a half-charge for a subscription on April 1st as well.
Are monthly subscription charges changed?

Yes...new due dates are the 1st of each month (prepaid)
instead of the 15th (hooray!)
NOTE: Dates
New month Due April 30th (for May 1)

It's a one-time adjustment to eliminate the 15th of the month billing cycle. Since there is no more billing as in the past it makes sense to align all users to the standard end of month system.
