One of the differences that I see with creating my own website is that I can block any sales below $25, therefore I can price items at a better cost without worrying that someone will come along and buy a $2 item with free shipping.
Of course I don't have any sales on a website so I make a recommendation to eBay to let people set a minimum order size for certain items (instead of store wide etc).
I believe that with this implementation that smaller sellers would be able to price certain items at truer price, and also better compete with large stores that seemingly sell below cost
When buying video games some people opt for free shipping only but other people can see value in paying for shipping and creating deals by purchasing lots they create themselves. This would help that I think
Probably like anything this would confuse the search just a thought

Nope. They could use a Variation listing.

The reason is that buyers look for the lowest priced items. I would like to sell cards for .99 cents and no shipping but I lose money. There are tons of buyers trying to just buy single .99 cards for some reason. I would like to set a two card minimum so I do not have to charge shipping. E-bay will either bump or bury your listing depending if you charge shipping or not. For someone selling something else, I would just build my shipping into the price. This is just my situation

The reason most sellers sell things it to earn money. That is what the vast majority of us are here for.
There is a line you need to draw for yourself. Just because buyers like 99 cent stuff doesn't mean sellers can sell 99 cent stuff. It makes zero sense to sell stuff for a price that COSTS the seller money to sell the item at that price to a buyer. But if you don't mind, you have every right to do it.
But selling at a loss does nothing for you except costs you money.
Charging shipping doesn't "bury your listings". There are sellers in all categories that charge shipping. It is the total price of the product and shipping that the search is considering.
You can't do a Minimum order. That just isn't something available to you. So sell in pairs or lots or continue to sell at a loss. You are working very hard to earn pennies and that just isn't necessary.
