I sold working acer v5 to a buyer week ago.
Today the buyer messaged me this :
Hello sir,
This is the third one of this exact laptop 💻 I’ve gotten my son.
This one in particular is extremely slow.
Way too slow to do his online school work.
The exact model and make was significantly faster then the one I received from you.
Please advise on how to proceed.
As it stand this will not work for us way to slow and freezes all the time.
Thank you in advance for your assistance in this mater.
How can I handle or answer the buyer concerns?

So how do you expect seller to honor the sale when buyer used Buy Now and the auction is no longer live for seller to review or change back to free shipping?

It is the seller's responsibility to honor the purchase. Since that was on the purchase, you should have shipped it via PM at no additional charge to the buyer. You aren't allowed to change the purchase agreement after the fact for very good reason.
In this case you had, the seller would have been expected to honor what they said they would provide. Free PM shipping. I realize you don't agree, but that doesn't changes the rules in which we sell under using this site. But even if they didn't, You said it in your listing, you should have willingly honored it.

Yes it's mistake, I never denied it and there's nothing I can do about it after buyer bid and ended the auction. He got his refund and but not happy leave me negative feedback.
And but I don't see the relationship between my negative feedback and my new topic.
Unless you're tell me that seller with with low feedback are exposed to scams.

What is the buyer's responsibility?

The negative the buyer left you wouldn't have hurt you, in my opinion. Your feedback you left for him does. Not professional at all and not representative of how a good seller should do business. That will scare away some potential buyers.

He's not cooperating... When this happened I told him that I am going to cancel the order and relist with free shipping option for him...
He said no and want me to do MI with PayPal transaction but I ain't Tom Cruise.

I get it that you never denied it, but you weren't willing to honor it. And that is where your problem is. When something like this happens on a listing, and it happens to many of us as we are all human and make mistakes, we must error on the side of caution and just take care of the buyer. Your buyer saying it was deceptive is correct in that observation since you refused to ship it as your title said you would. It is NOT your buyer's responsibility to make this right for you.
What a seller states in their listing is the sole responsibility of the seller. Not Ebay and not the buyer. But the seller.
You could have avoided all of this by just shipping it via PM, but you chose not to do that. Your choice to make, but then you need to live with the ramifications of that.

Very true and it is also a breach of the FB rules on Ebay. If the buyer had of reported it to Ebay it would have been removed.
But unlikely any buyer is going to go and look through all the FB left for others to find it.

I understand that you're selling less than $10 items since 1999, so you're bragging about ebay like it's owned by your family...
Good luck!!!

I'm glad you feel you are an authority on what I sell and for how much. I'm sorry that I made you feel the need to try and find something you feel should shame me or make what I have said any less accurate. It was never my goal to make you feel bad. That wasn't my point at all.
While I certainly do have items in that price range and I make no apologies for that nor do I see that as something to be ashamed of, I have plenty of things for sell that are above that value.
I have not been "bragging" about Ebay. I've tried to explain to you that on this site we are responsible for what we say in our listings and our listings include the title. I get it that you don't agree, but that doesn't what I said wasn't true.

How I should honor tho?
You apologize to the buyer.
You ship to the buyer.
You eat the loss.
You review your other listings to make sure the same error has not crept into those.
You correct those listings.
By the way, Free Shipping means only that your cost of shipping is included in the price of the item.
Which is cheaper a $100 item with $25 Priority Shipping or a $125 item with Free Priority Shipping?

Okay I will be there. Once you get on the bus.
