When listing picture frames, they want height, width and length. I know the height of a frame, the width of a frame but what is the "width" measurement? Thanks.

Width is how "deep" item is. Example, picture frame is 8x10x2 deep. Of course, I cannot imagine that a customer would care how deep a picture frame is.

Agreed, the terms as they wish to use them are rather confusing and unhelpful.
Height is top to bottom, width is left to right (or vice-versa) and length is actually the depth or thickness of the frame.

That will be the depth of the frame, also known as the height, in this example below.

I would imagine that by width, they mean how thick a frame is. some frames are very elaborate with decoration - so maybe that frame is 1 inch in width.

Posted my response based on the item specifics offered. You can see when listing or revising three options are offered for the outer dimensions (height, width and length) while only two for the inner dimensions (height and width--commonly referred to as the rabbet) where your artwork or photograph will go. To maintain consistency using eBay's terms, length must be used for depth.

I would definitely want to know the depth of the frame when buying sight unseen, the variation in depth from one frame style to another can by substantial. Depth would be one thing that is difficult to get a feel for with just a picture.
