Unbelievable.
Just received a red notice from ebay that I hit the maximum number of (sent) messages (I think I sent 6)
Was going thru my best offers and if a potential buyer had been close to my declined offer $, I was revising my listing and sending them an message that they could get the item for what they had recently offered.
Only trying to get sales!

It is a protection mechanism to try and prevent some from using the Ebay email system to spam others.
I take it that this problem happened on a different account than what you are posting with. No problem at all, posting IDs are absolutely fine. But it is hard to know what size seller you are.
I think, but am not sure, that the limits for emails are determined by a few factors. I have no idea what mine is and it is highly likely I've never even got close to it.
But I think your question is a VERY good one and lets get a real answer for you.

I only was able to send out 6 messages but I got 2 sales!
I had even set aside today to work on these
very disappointing!

Hi @2010byandsel100 - to protect against spamming and other problems, we put a daily limit on the number of messages that members can send to one another that don't relate to a specific transaction. These limits are based on several factors and vary from account to account. All of these controls are designed to keep eBay safe and secure.
It's important to note that these limits apply to proactive messages to members you are not in a transaction with. For instance, if a buyer had messaged you about an item they purchased from you recently there wouldn't have been an issue. Likewise if a potential buyer had chosen 'ask a question' on an item to get in touch with you we also would have allowed you to review and respond.

I know I can send offers to watchers but it is more fertile ground to accept offers from people that already tried to buy the item.
JMHO but I think sending offers to watchers is more like 'spamming'.

tyler@ebay- There is a sort-of exception to this rule. If a certain amount of time has passed between the buyer's last message- 24+ hours I think- then your reply to the buyer is considered to be proactive instead of reactive.
I encountered this about a year ago- a buyer wanted to purchase more quantity than I had available and it took me 2 days to get more stock in. I replied on day 1 to let them know that- then on day 3 when I sent another message to let them know I had more stock it was considered a proactive message. The buyer had more questions about different uses of the product and in the process of messaging back and forth I hit messaging limits.
