Marketing promo - is it just me .. adding items sucks.. selecting items doesn't get saved

The whole promotion manager is buggy. You add items to discount promo, they are not saved, you need to click select all multiple times, sometimes it shows 0/500 selected even through all items selected, then finally it says 200/500 selected, click Confirm selections but then you find out they are not saved, so going back again... finally I get 200/500 selected and click Save and Review and yet again, the selections are not saved.  Not to mention need to navigate to bottom of the page to get to next page to select items. 

Is there any way to create a flat percentage discount offer on all items in the store without having to go and select items individually? I havre several 100's of pages so right now in order to include all items in the store I have to go page by page to select all items.

I am talking about discount offer, not about store markdown offer (although it seems to be pretty much same process to select items).

This is how I do it

 I click on advertising dashboard under Marketing

Click create new campaign 

Next click create campaign under standard promotions. 
Make sure the drop down menu says all categories.
Scroll  down to the bottom to select either automated or fixed ad rate put in whatever percentage you want. Once you are satisfied click launch. It does take several minutes or more for the listings to update with promotion.

How do you assign individual listings.  That's what the issue is, not creating the actual promo campaign.

Yes, but the issue is with assigning listings to promo. I can't do assign by category. I have 100's of listings and I want to select the ones I want. You can't do that within that inteface, but need to go to item picker to assign the promo to listings. And that has the issues described.
