Many Ways to Handle a Common Issue

I wanted to know how other people handle these situations. Here is the very common scenario. Buyer buys an item, in my case a $20 vintage action figure with accessories. Item is shipped on time and arrives well before the estimated delivery date. Seven days after the item arrives the buyer opens an item not received claim on Ebay. Buyer makes no attempt to contact me before hand. In the claim description buyer states "I know the tracking says it arrived but I never received the item. I WANT A FULL REFUND." Normally, my response is to add a message on the claim stating something along the lines "We are sorry about your situation, but is is not our policy to refund items where tracking shows it was delivered to the address provided. However, please let us know if there is anything else we can do to help you locate your item." 50% of the time I don't receive any response, 40% of the time I receive an angry response and 10% of the time I get a legitimate request for help (half of those they ask me to do something that I have no power to do, the other half I am actually able to help them determine whats going on - eg explain a strange reference on the tracking information).
How do you, the other upstanding sellers of Ebay, handle these scenarios.

I ask the person to open an item not received case and download my tracking number. I only had it happen twice both times I won. Then I blocked buyer.

Enter the tracking number into the INR case that shows the item was delivered.
Immediately afterwards, call eBay to have the case closed in my favor.

1. Suggest they contact the carrier to GPS the actual delivery location.
2. Describle the mailing package, which contained the item.
3. Advise inquire with family & neighbors
4. Advise contact the police to file a stolen property report if package was taken by a porch pirate.
5. No reason to block the buyer
No reason to refund buyer

I had a buyer from Oregon tell me he didn't receive his item. Told him his item was delivered and he could click on the tracking number on his purchase page. He then messages me back, "I forgot to check my mail box".

You link them the tracking that says delivered and then block the buyer.
Delivered is delivered. They can open a SNAD claim and return an empty box though.

This is pretty close to the same bullet point reply I always send on the three times this has happened to me.
- First one just went away.
- Second one said his neighbor had picked it up off the porch and brought it over the following day.
- Third one was an Int'l sale and buyer wrote me in French- I used Google translator to figure out what he was saying. Sent same list and also used Google translator, then didn't hear back for several weeks. Just before the 30 days expired buyer left me neg FB. I called eBay CS and explained I used GSP which showed this was delivered to KY so they wiped off the neg.
